Join Oregon LERA and our distinguished panel for a discussion on Paid Leave Oregon.

Sarah will discuss the mechanics of the program, the basic processes and procedures to access benefits, and provide the agency perspective on current usage statistics for attendees and how the program is working so far from the state’s perspective.  Jenny and Haley will discuss how collective bargaining is being impacted by the availability of Paid Leave Oregon benefits and what represented employees and their employers have been negotiating (or not) around Paid Leave Oregon benefits, and the funding of those benefits, at the bargaining table.

This event will be in-person for 90 minutes at the offices of the Oregon Education Association.  There will be some time for questions and a social event afterwards with light hors d’oeuvres and drinks for attendees and the panelists.  Please join us!

Haley Rosenthal

Haley Rosenthal joined Tedesco Law Group as a law clerk in 2012 and became an Associate in 2014. Effective January 1, 2018, she was made a partner. Haley represents labor unions and their members in both the public and private sectors in bargaining contracts, labor arbitrations, unfair labor practice hearings, and representation matters.

Haley received her J.D. from the University of Oregon School of Law. While a law student, Haley was a law fellow with the Wayne Morse Center for Law and Politics, served as Co-Director of the Public Interest-Public Service Board, and was a member of the Oregon Law Review.

Before becoming an attorney, Haley worked as a union organizer and ran political campaigns for labor-endorsed candidates. Her experience in the labor movement guided her to a career in labor law.

Sarah Ambrosek

Sarah Ambrosek (She/Her) joined the Oregon Employment Department in 2020 as a Business Employment Specialist serving Oregonians with access and knowledge within the special programs center to include; Work Share, Self-Employment Assistance, Training Unemployment Assistance, and Disaster Unemployment Assistance. In 2022, Sarah joined Paid Leave Oregon as an Operations and Policy Analyst providing outreach and customer care support. Prior to joining the Employment Department, she worked in Digital Marketing for a fortune 500 company.

Jenny Marston

Jenny Marston joined Peck Rubanoff in 2021. Jenny has been practicing labor and employment law almost exclusively since 2005. Jenny has a diverse labor and employment background, with extensive public and private sector experience. Jenny is licensed in Oregon, Washington, and California.

For several years, Jenny was in-house counsel and a negotiator for a labor union with members throughout the western United States. Upon returning to Oregon, Jenny served for several years as an assistant city attorney for the City of Beaverton, advising on labor and employment matters, ADA Title II, and other areas of municipal law. During her tenure at the City of Beaverton, Jenny also served as its interim Human Resources Director. Jenny believes that her well-rounded and unique background as a labor and employment practitioner, negotiator and HR professional has expanded her perspective and strengthened the advice that she gives to clients.

Jenny has handled all aspects of labor and employment matters, including arbitration and grievance handling, employee relations, ADA accommodations, policy drafting, and pay equity. She has worked as a chief negotiator for collective bargaining for many years. She has also litigated various labor and employment cases, such as unfair labor practices, wrongful termination suits and duty of fair representation claims.
