Overview of Ohio Civil Rights Law and Changes with HB 352

Virtual Meeting

Title VII of the Civil Rights Act of 1964 prohibits employment discrimination for the statutorily protected classes. Title VII also prohibits retaliation against employees who exercise their rights under the law or harassment claim. ALJ Johnson will discuss how to make a prima facie case under Title VII and OCRC’s processes in handling complaints and, in particular, its interaction with Employers during its investigations. ALJ Johnson will also discuss the reforms made by House Bill 352.

ALJ Denise M. Johnson

Our Speaker is Administrative Law Judge Denise M. Johnson.

ALJ Denise M. Johnson has held the position of Chief Administrative Law Judge for the Ohio Civil Rights Commission since May 2005. The Ohio Civil Rights Commission enforces Ohio’s anti-discrimination laws, charged with the responsibility of eliminating discrimination in the areas of employment, housing, public accommodations, credit, and discrimination against the disabled by an educational institution. She also provides training on a wide range of employment discrimination topics to private and public sector employers. Ms. Johnson has held numerous legal positions, including the following: In-house Counsel for Huntington National Bank, Chief of the Civil Rights Section of the Attorney General’s Office, Staff Attorney for the Attorney General’s Office in both the Civil Rights and the Charitable Foundations Sections and the Assistant Dean of Student and Multicultural Affairs at Capital University Law School.

She received her law degree from Capital University Law School and is a member of the Ohio bar and licensed to practice before the U.S. Supreme Court. Ms. Johnson is currently a member of the Ohio State Bar Association. She previously served on the boards of the Child Development Council, Head Start of Central Ohio, and Maryhaven.
